PHDP was launched in 2015 in Poonthura, a coastal hamlet located in the suburbs of Trivandrum, about 8 km from the city. Poonthura is a densely populated fishing hamlet. The community reflects typical characteristics of a marginalized group with a history of problems like seasonal unemployment, inadequate expenditure on health, low levels of income, poor sanitation and hygiene, domestic violence, substance abuse, and lack of basic social infrastructure. The needs of a wide spectrum of community members were assessed. Surveys, mapping exercises, and informal discussions were carried out. Stakeholders like the local self-government representatives, political leaders, the school, and local organizations working in the area were involved. PHDP is aimed at establishing capacities, mechanisms and procedures in the Poonthura community with a strong focus on promoting sustainable and locally led development.
Academic Support Program Education is the single most powerful tool that can be used to change society and help elevate the lives of people from impoverished backgrounds.

Skill Development PHDP focuses on identifying the skill gaps among unemployed community members. They are assisted towards availing the various skill development initiatives of the central and state governments like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the State Poverty Eradication Mission, Government of Kerala.
